I came across this advertisement for the upcoming Christmas special of the new Mickey Mouse shorts, called "Duck the Halls": m.youtube.com/watch?v=a_l0qRj94hc . The preview briefly features Scrooge and the nephews (!), with Russi Taylor seemingly voicing HDL again.
To me, Scrooge's new voice sounds like Corey Burton (who currently voices Ludwig Von Drake, as well as many other Disney characters), but obviously I'm not 100% certain.
Any thoughts on Scrooge's new voice?

Corey Burton is a wonderful imitator who has been taking over the voice of a ton of character whose original actors were dead (including Ludwig von Drake, the Ghost Host and Captain Hook), and I'm starting to think that between him and Jim Cummings, at some point, they'll be the official voices of every single classical Disney character. So it wouldn't surprise me. I'll check out that trailer when I get a more reliable Internet connection than the one I'm using now.
As for who I think should voice Scrooge… I think Will Ryan could do it. I kinda preferred his Scrooge voice in Soccermania over Alan Young's in DuckTales; it's more nasal, which I think is a better fit for Comics!Scrooge, although the DT voice was very enjoyable.
Will have to wait until the special airs and I hear more than one line before I can really comment on Scrooge's new voice. I will say though that the Hawaiian shirt with dollar signs he has on looks awesome.
Update: Frank Angones (story editor on the new DuckTales) has said on tumblr that he is "pretty confident" that Scrooge's voice actor in the upcoming DT series is not the same as the one in the Christmas special... See: suspendersofdisbelief.tumblr.com
Donald's voice is very good. But the artwork is terrible!
I agree that it's disappointing that this new animated special featuring the classic characters, including Scrooge, will be using the unattractive character designs and animation style of the new Mickey Mouse shorts. I certainly hope Disney doesn't plan on making this the default style for all future animated works.

I hate this "modern" character design too. Blechhh!!! Doesn't make me want to watch the cartoons at all!

The artwork is about as far from my taste and expectations as possible. I won't bother to watch any episodes because this is not Disney art. And, I dare say that I suspect that the way the characters will behave will be far from the 1930s/'40s/'50s model, and I'm guessing that the stories might be too modernised for me. For me, the ART is most important (almost ALL the appeal) in both animation and flat art. The story and characterisation is a very weak factor in whether or not I like an animated film or comic strip or comic book. This TV series has almost no relation to the elements that attracted me to Disney animation and Comics at the end of The 1940s and beginning of The 1950s.
Good that they are still using Tony Anselmo for Donald's voice. Thank goodness the "All New Voices" quote was a bold-faced lie!
The "all new voices" claim pertains to the DuckTales reboot. These clips aren't from the new DuckTales show, they're from a new Christmas special that's part of the modern Mickey Mouse shorts. In fact it's been made clear that "John Kassir" will not be voicing Scrooge in the new DuckTales show. We don't yet know who will. Again, I see no reason why they would not use Anslemo as Donald, or Russi Taylor as HD&L, but if you take them as their word, they're recasting these roles. We also have not yet seen an example of the new DuckTales animation style ... still images suggest that the characters won't be as off-model as the ones in Mickey Mouse shorts, but we'll have to wait and see.

I like the fact that Scrooge's voice has a Scots Brogue, but hate the fact that there's no trace of "duck sound" in any of the characters other than Donald. I have heard even several amateurs mimic Donald's voice perfectly, speaking complicated sentences, and go on and on with it for many minutes. And, yet, it was all completely understandable. So, I don't believe those people who say it is impractical, and would be bad for sales and TV show ratings to have the ducklike speech, because viewers wouldn't understand the characters.
