If Rosa had decided that Della was older than Donald, that would have been equally out of nowhere.

I still completely disagree with what you're saying. Dumbella and Donald simply being siblings (regardless of who was the older sibling) was established long before Rosa was even born.
The two of them being TWIN siblings, however, was a completely new addition that had no basis in any previous publication. That makes it substantially different from these few previoulsly established facts.
But I feel like we are taking the hair splitting concept to the next level, so I don't think it's useful if we continue this part of the discussion. I just think that the few stories we had with young Donald and young Della wouldn't work as well if they had different ages.
I haven't read this interview, so it's hard for me to say how much Barks was serious while saying that Donald is 16 and how much he was joking. At any rate, in another thread it was pointed out how Barks' Donald is clearly a legal adult, so I think that this claim that he is 16 should be taken with a grain of salt: maybe Barks meant that Donald often acts with the immaturity of a teenager, without necessarily being one.
It seems that the only two comments in that discussion were that of RobbK1 ("Barks HAD to be wrong about Donald being 15 or 16 years old [...]") and that of Baar Baar Jinx ("There's no way that's compatible with Barks' own portrayal of Donald as a working man with a family, a mortgage and a job. This statement by Barks is quite problematic, to say the least"), before the discussion returned to the main topic. There was a more recent thread in which the problematicity of that claim was discussed, but I don't remember which one it was. I only remember that in this thread another Barks interview was discussed, and there Barks called Donald a "mental teenager".
Also, I think the various threads about the characters' ages are important to see how the fandom perceives them, and the fact that most readers see him as being something from his mid-20s to his mid-30s must mean something.
Also, The DCML message you quoted is not the one I was talking about. I'll post a link if I ever come across it.
The closest I could find is this 2001 message...

>>>Donald and Della was twins, and I can't imagine a Disney Duck having
babies even YOUNGER than 20 years old...
You can't?! I can! Remember, I live in rural Kentucky! Hereabouts, 20 years
old would be a *late* age to be having babies... at least with your first
cousin. That'd be more like the babies with your second cousin or younger
sibling.
