I think there are parts of it that could be great additions to the first two movies' canonicity (Timon's backstory, scenes with Timon and Pumbaa behaving like parents to Cub Simba), whereas other parts are obviously ridiculous and just parodize the first movie. So, is Lion King 3 ''partly canon''?

I think we could say it is canon, but you need to remember that all past events are stories being told by Timon and Pumbaa. Therefore, it is canon to say that Timon and Pumbaa told their story that way at one point, but it's safe to say they probably made up a lot of things.
I haven't seen Lion King 3 but I agree that it's framed within the telling of a story by Timon and Pumba, it can only be canon as much as their account is reliable.
It's not so much Timon and Pumbaa telling the story more than it is them watching a movie about themselves. Obviously, the scenes with them sitting in a theater, watching their own movie wouldn't be considered canon but the movie itself can be up for debate.
There's an episode of the Timon and Pumbaa tv series that shows how the duo first met which differs from the version seen in 1 1/2 so you can take that for what it's worth. That same show also had an episode where they show up to Simba's ceremony as super heroes (Is that better or worse than a fart joke? You decide.) which clearly isn't something anyone would consider. I'm not really sure if there's meant to be a defined Lion King canon but it is interesting nonetheless.
