Frank Angones actually said as much on his Tumblr account back in June, and I posted this on the "DuckTales 2017" thread back then:

Angones: Huey is the consummate Junior Woodchuck of the team. There will definitely be some quality Woodchuckery coming up.
Come to think of it, we've only ever seen Huey with the Guidebook in this series' promotional material. Which fits with what they've told us about their individual qualities. It's hard to imagine this show's Quack Pack-like, laid-back, lackadaisical Louie, for example, as a disciplined Woodchuck.
This show seems determined to be a mish-mash of several things: Barks, Rosa, the original series, Quack Pack ... and yes, it's *definitely* an alternate universe ...
Ah, I read that post of yours but didn't really take it in, since it's so counter to the deep structure of my mental Duckburg. I was still thinking that "the consummate JW of the team" just meant Huey would be most into Woodchuckery, with the most medals, etc.
In "Bog Trouble at Little Lake", I hope the rest of the passengers was rescued too. We didn't get to see what happened to them, so they might still be clinging to the sinking boat, or...

Super hero comics do this all the time, only they call it "Elseworlds"
It's not quite the same thing. Elsworlds are created for the sake of exploring weird "what-if" scenarios. What the 2017 DuckTales is doing is more akin to an alternate continuity, which, of course, also exists in superhero comics. Alternate continuities are different from the original, but more in a number of background details than through a central, glaringly different element. DuckTales 2017 has quite a number of changes (the timeline, the personalities of HDL, Webby, Glomgold and Mrs Beakley, or the different money bin, to name a few), but none of them are the selling point of the show — they're incidental; what people are here for is for some new Scrooge McDuck adventures, and the fact that it's another continuity doesn't really factor into it.

I also noticed a discrepancy in this issue vis–à–vis the animated pilot to which it is supposed to be a precursor. Donald is wearing his black sailor suit here, but the pilot shows us that said outfit was a uniform issued to him when he joined Glomgold's employ.
Said pilot also shows Donald wearing the black sailor suit in the painting showing their old adventures, so it's not as clear-cut as "Glomgold gave him the suit".

This confirms my theory that Louie is secretly working with Glomgold, and stole Donald's black sailor suit with the express intention of giving it to Glomgold, in order to have Glomgold offer Donald a job interview and a subsequent job (sweetening the deal by making it look like Glomgold somehow recovered Donald's beloved black sailor suit), luring Scrooge and his brothers to Atlantis while having Glomgold drag Donald there, frame Donald for the murders of Scrooge, Huey and Dewey (although in reality carried out by Glomgold's henchmen), and inherit all of Scrooge's money (which he would then split with Glomgold). No wonder Angones said Donald's black sailor suit was a spoiler. I have no doubt Louie's going to keep at his nefarious goal; too bad Della's going to show up to gum up the works. Also, Glomgold's a double-crosser.
I'm going to assume his suit being black in the comic was an error caused by the artists not knowing that Donald receives it in the show's pilot. It's possible they were only given artwork of Donald in the black suit and weren't told the details of how he gets it.

An alternate, albeit unlikely explanation is that this series is simply following the time-honored tradition of Donald's sailor suit always being black on the inside pages of comic books and in comic strips, just like the nephews still had black shirts in comics based on DuckTales '87. But he should have had a blue sailor suit on the covers, though.
