At least in the US, "biggest cities" (based on population) aren't usually the state capitals. For example, Philadelphia is not the capital of Pennsylvania, and NYC is not the capital of New York. So it's unlikely Duckburg is the capital of Calisota ... also, not St. Canard, since the capital of a state tends to be geographically distant from the biggest city (and St. Canard is depicted as a neighboring city).
Merely a play on "Good for the goose, good for the gander", I'd guess.
I disagree wholeheartedly. The government offices of the great state of Calisota are not going to be located in some small city, like Trenton, New Jersey, Albany, New York, or Pierre, South Dakota. They aren't going to be located in Hentown, Cattville, Hogtown, Noplace or Pickleburg. They are going to be in Duckburg, like Denver, Colorado, Indianapolis, Indiana, Saint Paul, Minnesota, Columbus, Ohio, Salt Lake City, Utah, or Oklahoma City, Oklahoma.
Or in Mouseton. What d'you all think of that? Both are plausible candidates, I think.

In my headcanon, Mouseton is not in Calisota, so I'm not in favor of that. And how do we know Pickleburg isn't a reasonably big city? Capitals being the biggest cities of an American state is less common than being the second or third-largest city in a state. Historically, state capitals are in the geographic center of a state, and Duckburg is on the west coast of Calisota, so it wouldn't be the natural choice.
EDIT: Also, if you accept Rosa's view of things, Duckburg was little more than a village itself until Scrooge moved there and began building his empire. So other cities would have been likelier choices.
If you zoom in on the board, you can see that the list of ancient Clan McDuck ancestors says "Sir Elder" instead of "Sir Eider", which I'd assumed it said at first. So, who is Sir Elder?

Angones has recently revealed on his blog that the "Who is D.B.?" on the board was a reference to Duke Baloney, while "G.G." was a reference to Glittering Goldie.

That… doesn't make a lot of sense. Webby had no inkling of Glomgold's history prior to “Ballad of Duke Baloney”, so she wouldn't have known who Duke Baloney was; and in what weird circumstances would she be aware of Duke Baloney and a potential connection between him and Scrooge, without being aware that he was Glomgold?
Concerning the discussion on page 1, I'd say that Duckburg is the capital of Calisota and her largest city. In DT17, Duckburg looks like a city of c. 1 million to me and that fits the only semi-official figure of 1,316,000 citizens. Saint Canard is, of course, smaller, but still large.
Mouseton is not in Calisota for me, even though e.g. the Fantagraphics Disney Masters books which I currently re-read unambigously place it in Calisota and even the same county as Duckburg.
