I just found the only (somehow?) semi-official number of 1,316,000 that apparently the Italian Topolino magazine uses. It is very similiar to the one of 1,320,001 that was already discussed in this thread!
In my opinion it is the best figure ("most official", makes the most sense and fits best what we usually see in-story). So, in terms of population Duckburg is a big but not outstanding city (neither a town like in some Northern European stories nor a metropolis like Rota portrays it) and akin to Hamburg and Munich in my country or Philadelphia and San Francisco in the US.
I think Rota's graphic portrayal shows a city too small to be a city of over 1 million. And NONE of the drawings of Duckburg's centre, harbour and other areas I've seen, indicate a city of over 1 million. From all the drawings I've seen, and story texts I've read, I'd place Duckburg varying from 450,000 to 700,000 over the period of Donald's lifespan in the stories. That would make it a "middle-sized" city, like Den Haag, or St. Louis or San Francisco.

Where did you find this figure? I agree that it seems like a good figure for Duckburg - large but not extremely large.

Rota really shows Duckburg with many skycrapers, giant harbour and main train station and an endless cityscape etc. His Duckburg looks like it was inspired by NYC, since at one time, a translator confused Rota's Duckburg with New York.
