…so after doing some digging, I've uncovered that veteran animator (for Disney and other things) Steve Hullett has mentioned a "The Three Caballeros" as being in production for some time now… that's all the info I can find about it anywhere. I've also pinged Francisco Angones just in case he knows something, though the chances are somewhat slim — but if Disney's been saving the Three Caballeros for their own show and sitting on the secret for a while, that would explain why Angones' pitch for a Three Caballeros-centered DuckTales 2017 episode got rejected.

More vaguely-panicked digging yields a quote from Tony Anselmo from some unidentified interview he did about his work in DT17, wherein he said he did “do another series… which is probably sitting on a shelf somewhere.”

Okay, so my calling on Angones was actually a success, for he just answered:
I’ve seen an episode of it, but know very little about it. It was made before we started on DuckTales by a group outside of Disney TVA, possibly meant to be more educational than entertainment-based? It feels sort of like an alternate universe rooted more in the old Donald shorts than anything Barks-related- there’s no sign of Scrooge, the nephews, Gyro, Duckburg, lots of humans everywhere, etc., with April, May, and June standing in for the kid protagonists. I think Tony mentioned they made a bunch of them, but I don’t know how or when or for what platform.
Ultimately it was done before we ever started up on our show, so it had no baring on us postponing our Three Cabs episode idea- that was more of a production concern than anything else. Would still love to have Panchito and Jose on the show. Maybe some day…

Well, that's good, at least we know now that it exists for sure. But yes, that is quite strange.

But keeping it under wraps only makes sense if they're building up a Big Sensational Reveal. What sense does it make to release the series without suddenly hyping it up before?

None. This might have been an accidental launch. Or maybe the people responsible are gone and whomever is responsible for shows now didn't care about this and treated it unceremoniously. We don't know anything more than this- this show has been in development for five years, under wraps, and is now out but only in an app only available in the Philippines.

People keep saying Clinton but I'm pretty sure it's a somewhat off-model Ludwig von Drake. Or, barring that, just some random old duck. But it doesn't look like Clinton. The beak isn't the right shape.
See? Clinton's beak is pointy. His hair is also white.
I know what I'm talking about. How can you say it's not Clinton because the beak is a bit different, then say it's Ludwig where *everything else* looks different?
This is either Clinton Coot or in a bizarre twist, someone who looks exactly like him and is also dressed like him by sheer coincidence. What it very obviously isn't is Ludwig and I don't see why people keep saying that. Because of the glasses? Scrooge has those too!

That character looks a *lot* like Clinton Coot. I wouldn't expect them to get him 100% spot-on, but this is pretty close. Further circumstantial evidence supporting it is that in that screencap, all the characters (including Donald, José and Panchito) seem to be ghost-like, suggesting that Possibly-Clinton exists in the ghostly realm, and is therefore likely dead. It's clearly not Ludwig, who has appeared in animation so much that he's almost never portrayed as this off-model. However, I'd be very (pleasantly) surprised if this essentially comics-exclusive character, created by Rosa and only appearing in his family tree and one other story, actually makes his animation debut this way. If he does, will his relationship to Donald be explained? Will Grandma appear in the episode? Angones said that this series has little to do with the comics, but it didn't look like he knows much about it.
Am I right in my understanding that this show has already debuted, and all the episodes are already available for streaming on one particular app in the Philippines? If so, I'm surprised we don't have more information already. I'm also intrigued as to what role April, May and June will play in this series. Do they only appear in one episode or are they regulars? Why were they chosen to appear, and why were they felt more suitable for this show than HD&L? This will also be the first time they are given speaking roles in animation ... they did appear on House of Mouse, but if memory serves, they didn't have any lines (correct me if I'm wrong). Since they're technically Barks characters, that's somewhat noteworthy. Maybe we'll finally learn their last name! And if that's really Clinton Coot, then this show would have brought more Barks/Rosa characters into animation than DuckTales '17 has so far. Also, it'd be great to see Daisy interacting with José and Panchito, since it doesn't look like she'll ever appear on DuckTales '17.
EDIT: Looks like this show will feature some atypical anthropomorphisms in addition to humans ...
Also, some sources, albeit of dubious credibility, are saying there's a 2019 US release planned for this show.

Angones has seen only one episode, but he seems to say they take HDL's role of the "smart, snarky teenagers going on adventures with the grown-ups".
