These rumours have been going around for close to three years if not more, which certainly seems to me a situation of "where there's smoke there's fire", in other words, I totally believe it's true. I wonder why they haven't announced it officially yet, though

Oh, I hope this is real. I have no clue what it will be like, but I hope it's real. I'm looking forward to seeing if anything comes out of this.
Also, it seems the rumors are that Eric Bauza will be voicing our lucky rabbit (as per the article you shared). A great choice in my opinion! I'm not a fan of his take on Scrooge McDuck, but he's my personal favorite modern voice actor for Jose Carioca, he does a great job with the Beagle Boys, and his voices for Looney Tunes characters such as Daffy Duck and Bugs Bunny seem great! I think he may be one of the most talented voice actors of today, and I can't wait to see his take on Oswald (if the rumors are true, that is)!

Probably the same reason why they still haven't announced that Three Caballeros series that was produced back around 2013-ish and leaked online last year. Disney apparently likes to make stuff and then keep it hidden for whatever reason.
They HAVE announced the Three Caballeros one though, haven't they? I know it's been announced to air in japan, and I thought it was confirmed for Disney+ meanwhile as well

Dude, Legend of The Three Caballeros was not produced "around 2013-ish". The end credits for the series state "2018" as the year of production. And it wasn't leaked, either; the reason it made its way online is that it was officially released on the DisneyLife streaming app in the Phillippines. From there, people started ripping and spreading it. It feels pretty obvious that Disney is saving it for the Disney+ streaming service when it comes to the rest of the world.
