If both the SFX and voices are out of sync, it's most likely just a problem with the syncing on Disney+. Remember, they synced the French audio tracks anew to the HD remaster of the series. Maybe the entire track is off-sync by mistake, or maybe they used French audio tracks in PAL speed (25 fps) for some of the episodes. The video masters used on Disney+ are 23.976 fps (NTSC speed), so they'd likely need to slow down the audio from PAL countries to make it fit the video.
Strangely, the first season of Ducktales 1987 is missing from Disney+ for me... am I the only one? Is it just in France?

At least in the US, we have every episode of 1987 DuckTales and Talespin. Though the selection of available shows differs in other countries. So you're only missing the first season of DuckTales but have the others? That sounds like an error.

Huh. Did not know that. Both of those episodes are included on the first dvd set so they're still available to watch that way.
Sadly, that list only includes a few of the old shorts. I believe I saw The Band Concert, Lonesome Ghosts, Chef Donald, and Steamboat Willie. Mickey Mouse (shorts) was listed under the television series, but I would guess that's referring to the 2013 series, not the mid-20th century run.
Overall, though, the lineup looks pretty good. Quite an impressive catalog, though I admittedly wish it was bigger. I was very glad to see Saludos Amigos in the list, but a little disappointed that I couldn't find Melody Time or Make Mine Music. I think other package films like Fun and Fancy Free and The Adventures of Ichabod and Mr. Toad were on there, but those two, as far as I can tell, were not. I really hoped they would be available. I wonder why they seemingly weren't included.
Well, this is just what will be available on the very first day - more will be added eventually, I'm sure. I believe I read somewhere that Disney plans to add 500 more films within the first year - hopefully Melody Time, Make Mine Music, and any other classic films left out will be among that number. And I do hope that more of the old short films will be added, as well.
To Disney's credit, Melody Time actually is on Disney+. I'm not sure if it was there on the first day or not, but it was one of the first things that I watched on Disney+. I still haven't seen Make Mine Music on there yet, but I haven't searched for it in a while.
Overall, I must say that I'm very pleased with Disney+. It's got a great variety of movies for a fair price. There's still a part of me that wishes that everything Disney ever made was on there, but I'm satisfied even without that. All of the old shorts that I've watched have had superb quality and look better than I've ever seen them, so I'm pretty happy about that.

I am still paying for Disney+ only because I share it with another member of my family living elsewhere (who is paying Netflix for me), but honestly if it were for me I would have already unsubscribed. At the moment, this Disney+ looks almost like a scam for anyone who is not brainwashed in the big MCU and Star Wars franchises.

Well, obviously they're planning to make it available there. That's the only explanation. Legend of the Three Caballeros has been up with a Norwegian dub on Disney+ US for many, many months... but the service won't be launching in Norway until September. So, they're obviously adding languages in preparation for the rollout in more countries. What internal reasons they might have for not (yet) making the Italian dub of DuckTales S2 available in Italy I don't know, though.
Does anyone have any idea what the deal is with Talespin in Europe?
It's not on Disney Plus, nor was it on DisneyLife. DVD releases are limited, and it seems that watching it legally around here is an utter nightmare. It's a series that I want to get invested in, but Disney really seem to be making that difficult.
Bonkers isn't available here either, but that's, admittedly, less of a pressing issue for me.

Yes, believe it or not, even if you are paying monthly, you don't get what Disney gives on tv. Huh. I understand that to be the case for current releases, but I don't quite follow how that could be the case here? Talespin, Aladdin and Bonkers are all absent, even though shows like Timon & Pumbaa, Darkwing Duck, Goof Troop etc are all present. Would they have been shown on the Disney Channel often? It's been years since I've had it, so I have no idea. With any luck, they'll get these shows on Disney Plus soon, but I'm not so sure; when Disney's involved, it's hard to know what's because of some sort of difficulty behind the scenes and what's the result of them just not caring about the show in question.

I am as puzzled as you by their behaviour. Considering how limited their catalogue is, you would expect them to do their best to put as much as possible on the streaming service. But nope. Maybe they really only care about the people that are into Marvel and Star Wars. Other users here are watching DT17 season 3, while me I could watch season 2 only this month. Now that I am trying to be a honest client and paying for what I see, instead of downloading illegally, it feels like going back to the 80's and early 90's, when we had to wait one or two years for an American show to be dubbed and aired on tv. I would have already unsubscribed from Disney+ two months into the subscription, if it weren't for the fact that I have promised to share it with the family member that shares with me their amazon prime and netflix accounts. 😅
