Are we talking about stories he wrote himself? Then probably yes. Including everything he drew, which covers a wide range of quality, might not be such a great idea (though I know the Italian library went that way).
Since the Carl Barks Library included them, then yes. Although not always the best, when making a library dedicated to a certain creator I think it is important to also include the stories they only illustrated in order to also show the creator's progression as an artist.

Considering that the final volume of the series was published 6 years ago, I believe it's sold out, but you can always get it second hand. Here someone is selling the whole collection on the Italian e-bay for 250 Euros. (Warning: originally each book was something like 2 Euros I believe, so the entire 51 volume series only around 100 Euros)

It's a shame, because I'm looking into picking them up myself, as well; I'm finding myself becoming interested in reading more and more of Scarpa's works as of late. I'm noticing that this is a pretty common issue, though - many sellers in Italy don't offer international shipping. I suppose it makes sense, but it does make things difficult - with any luck, there'll be a reasonable offer soon that will ship out beyond Italy!
UPDATE: I decided to send them a message and see if I could wrangle anything out of them... turns out that, despite saying they don't offer international postage, they were actually willing to send out to me! I'll have to see what it costs (It's 51 books, so it could end up being an exorbitant amount), but this may just be the ticket! I've been struggling to get my hands on Volume 5 in this series for a month or two now, so that'd be fantastic! I know it wasn't necessarily meant for me, but molto grazie, caballero !

Glénat is indeed publishing a complete Scarpa collection. They have published 10 volumes so far. It's a translation of the Italian collection, with higher-quality cover and paper and higher-printing quality. It's also much more expensive: 30 euros instead of 2 euros(!) in Italy. The Italian collection at that price is an excellent bargain.
In contrast with other collections (Barks or Gottfredson), Glénat didn't announce the total number of volumes. It's possible they didn't want to scare away collectors -- the Italian collection is 51 volumes, each with about 360 pages, more than two times that of the Barks collection. And roughly 1,500 euros.
