I have been enjoying Duck stories for quite a while now, and ever since the IDW series got discontinued I have been looking for more material to read. Does anyone know if there is any way for me to gain access to Topolino, specifically, as someone from Asia? I don't care much for hard copies, even digital ones would suffice. It would be even better if I can access past issues, as I want to catch up on some older series translated to English that got discontinued too.

You simply have to subscribe to the digital version of Topolino. It is easy, I guess, if you know Italian. (Not only to navigate on the website, but also because you may need to talk with an operator to arrange some form of payment from your country.) In the end, if you want to read it you actually need to know some Italian...

It's great to know that there is a digital version, but sadly I don't know any Italian . I was honestly planning on using a script to auto translate the stories, then just attempt to parse it in parts where translate fails. I have 2 questions: is PayPal usable to pay, so that I might not need to speak with an operator, and if yes, could you direct me to subscribing to the comics?

You can however subscribe to the printed paper edition! If you live outside of Italy, you have to fill the form here, paying by card. The annual cost is 156€ (3 euros per weekly copy) + 91.56€ for shipping. Basically, it's 4.75€ (5.6$) per weekly copy, comprehensive of shipping.

As for the hard copies of old issues:
if they are not too old, you can find them on the (Italian) on-line store of Panini comics. Just type Topolino and the number of the issue you are interested in in the search bar.
if they are actually old, going years back, then your only hope is the Italian eBay, assuming that you find a seller kind enough to ship internationally.

The policy makes sense, though. Other publishers from other countries bought the exclusive rights to sell digital Disney comics in their area. So, allowing people with non Italian IP addresses to download them would be an illegal act from Panini comics. On the other hand, the hard copies are not a problem: the Italian publisher does not have the right to distribute their copies to shops and retailers outside of Italy. But if you subscribe, you are just buying those magazine issues from an on-line Italian retailer, which does not violate anything.
Ok, maybe it is a bit convoluted, as theoretically you are buying from an Italian retailer even when you download the digital version. I guess the digital and print markets follow different conventions. I don't really know. ¯\_(ツ)_/¯

Disney licensing is a complex thing. For instance, Fantagraphics seems unable to sell their Disney books outside of US, Canada and UK. Or at least that seemed the case last time I checked on their website. But then Amazon is allowed to sell those same Fantagraphics Disney books even in Italy, Germany, France and so on. There must be some specific detailed agreements case by case.
Disney licensing is a complex thing. For instance, Fantagraphics seems unable to sell their Disney books outside of US, Canada and UK. Or at least that seemed the case last time I checked on their website. But then Amazon is allowed to sell those Fantagraphics Disney books even in Italy, Germany, France and so on. There must be some specific detailed agreements case by case.
I don't think I've ever seen a licensing agreement for books which doesn't allow retailers like Amazon to sell them worldwide. For the publisher itself, though, it can obviously be a different matter.
How about buying single issues on their app? Would that work from Asia? I've done it from Sweden.

Hey I'm sorry to reply to this much later, but I have just checked out the form itself for a few details, and apparently I can't click on the Topolino comic? I searched Topolino on the left side, clicked on the comic and it just brings me back to the homepage without anything. I thought it was a problem with my IP, but an Italian VPN didn't work either. Can you help confirm for me if you can access Topolino's subscription there or not?
