I don't have any of these comics to compare, but if the comics sold in USA, Germany and Netherlands are the same printing as the one sold in Russia (no way to tell them apart) – then we would only index the packaging. This might be useful for a collector, but the inducks database usually doesn't list variants of comics as different comic books (different editions, printings, price variants, newsstand/direct editions, printing errors etc.) if the content is the same. So the way the database is, the answer is probably "no", a different packaging should not be listed.

That was indeed the question, but I think the answer is 'no'. The foreign versions are not packaged differently, they have a one-page imageless advert flyer but the rest of the comic is (said to be) the same. Since Inducks doesn't collect promotional flyers, I'd say not.
Note that we do index foreign issues of comics with minor printing differences, such as the Australian Walt Disney's Comics and Stories or the Belgian Journal de Mickey albums. I also know of one or two well-known printing errors that have their own issue, which I'm quite favorable towards. The newsstand/direct editions of the '90s Disney and Gladstone issues did have some visual differences on the cover, I wouldn't mind those being in Inducks in a seperate series.

In general I ignore reprints of books. Unless we invent a feature to distinguish different versions of a single issue, it's too much to ask. Some of the Dutch Barks albums have been reprinted a dozen times since the '70s with minor revisions throughout the years. I am working toward a consensus on the Dutch weeklies, since they've been indexed more haphazardly and have more collectible value, but that'll be a long time coming. So I don't see enough reason to change the French issue.
One more extreme version where I do prefer are the Dutch movie comic book adaptation album series, which began as a series of one-shots in 1988. In 1994, a number of these titles were reprinted with a new logo and a list of issues in this new series (with the new logo). Other issues got left behind, or were added to the new series a few years later. Since the list of issue in the new series is so consistent, I would create items for albums that were published both as a one-shot and in a series, even if one is just a reprint of the other.
This change also still some time away, since the comic adaptation series on Inducks is currently a big jumble of different series. I have a complete overview of what goes where, but changing issue codes with scans attached goes well beyond my abilities.
