This Strobl-drawn model sheet was given to me by Eddie van Schuylenburg, along with those 1971 "Official Disney Comic Book Characters Model Sheets".
It clearly shows Donald standing next to Daisy for a size comparison, with a dashed line from around the centre line of Donald's head going across the top of the knot in Daisy's bow, which lies atop her head. They are both standing on the same plane, so Donald is approximately a half Duck head taller than Daisy. Daisy's legs seem to be a bit shorter than Donald's. Her arms also seem to be a bit shorter than his. She seems to be about a half head shorter, and about 15% smaller than him, overall. I don't think all The Duck artists stick strictly to that, it would be too much of a bother to check for that every time one draws a figure. I think the general rule is to always keep her "a little smaller overall", and "a little shorter than him", enough to be noticeable that she is not quite as big as he is.
