Besides, a creator is free to use in his stories either the old or the new canonicity. For instance, even after Duck Avenger's creation, there are still new stories where Donald is just a loser, like in the pre Avenger era. About the duckling's parents, there could be a story where they are reunited with them but decide to keep living with their uncle. This way, the future creators will be able to use them in the new stories or ignore their existence.
Where did you come to the conclusion Disney won't allow it? Far as I know, it's editors who tend to complain.
Regardless, the brand market nowadays is not the same as back then. There was a lot more lenience all around the table to do regional things without bigger company approval. Nowadays corporations control brands a lot closer.

Also, up until the 70's, there were basically different continuities for different countries; the Italians didn't have to worry that they were changing the American or Brazilian way of things by creating Brigitta or the Duck Avenger. Meanwhile, now, comics from all over the world are published side-to-side all over the world; an average French Picsou Magazine issue will include a Barks or Rosa story, a vintage Italian story, and probably some more recent Egmont production. Thus any break from the canon norm in a story is going to be much more jarring to the reader.
