My best (in-universe) guess about the bust is some kind of gag gift the family gave Quackmore, with him portrayed as a judge or George Washington or such. Real-world, I wouldn't be surprised if the artist did indeed intent for the duck-lady in the picture to be Donald's mother, with no knowledge of Rosa's family tree or the character of Hortense. Luckily for us, the design he or she came up with is not incompatible with Hortense, so the imagery fits nicely with the comics-verse. I doubt the bust was meant to be Donald's father, though.
As for the outfits, they have a very 90's vibe to them; I wonder if it was part of the marketing campaign of that era to modernize the traditional characters (reminiscent of "Totally Minnie" and "Minnie 'n Me").
