Well, at least I am glad that you would have seen George and Goofy as different people if not for Success Story (and for Goof Troop, though for the latter I don't see how it implies that they are one and the same), even thoguh in the end the result is the same.
I guess there's no point for me to argue against that: it seems clear that this short (and maybe other shorts as weel) uses the idea of "Donald as an actor playing multiple roles", but if one wants to dismiss this idea and just think that it's "not surprising at all that so many other random passers-by would look like him" for the reasons that you said, well, I won't try to convince anyone of the contrary.
By the way, what do mean with "the Italian Magica"? Some difference in her design?
I didn't know about that story, but now that I think about it there's also a series of 8 Italian one-pagers published in 1998, titled "I bis bis" ("Great-greats"). The last one shows Goofy as Columbus:
Anyway, it's clear that the 1951 cartoon was about Goofy playing multiple roles in the past (including Columbus) and also in the present, regardless of any rationalization that we may make a posteriori.
