Looking over this again, I do have two questions: 1. What is "Tamara"?. 2. How is it connected to TinTin?
Tamara is a modern Franco-Belgian slice-of-life comic series, very loosely connected to Tintin in that Bianca Castafiore appears in one story of it, implying it takes place in the Tintin universe. It's really only there for completeness's sake.
The Disney comicbook universe doesn't have a canon or any kind of rules to maintan a logical continuity.
At first I took the thread title literally and thought it's about a map of the world in which the Ducks and Mice live. To me, it's an alternative version of Earth, that contains most real world places like, but also many made-up ones.

Yes, but it can. That's one of the best parts about it. If you want to believe that only Barks stories are canon, you can, or if you want to believe that only Barks and Rosa stories are canon, you can, or if you want to believe that all stories are canon, you can, or that no stories are canon, or stories you like are canon, etc. It all depends on what you feel about it.
