It is a near certainty that it will include material that was not included in the Don Rosa Library. And why not? That was for everyone, including regular readers and this is for the bigger fans who want to have everything.

Okay, but it's not an "either or" situation. Different publishers.
These are collected works; while bonus content is nice, you're reading them for the works themselves for the most part.
To release the entirety of Don Rosa's work in a series of volumes, only to turn around and say "But if you want ALL of it, you'll have to buy the Deluxe release, too" feels like blatant money grabbing. Like, you talk about collectors that want to have everything - but what do these collectors already have?
I'd say that a decent chunk of fans already have at least one version of Lo$ already - its already been collected a few times. If not, there's the non-deluxe edition you mention which some are likely to have picked up. Then there's the fact that it has already been fully collected in the Don Rosa Library - it's certainly more haphazard than one would like, but the stories themselves are the same. Not to mention that Volume 5, despite being very Lo$ heavy, features non Lo$ stories like Guardians of the Lost Library. Chances are, collectors already have at least two copies - not counting ones who have the individual issues in which the stories would have been published.
To release the full story twice (between the Don Rosa Library and the non-deluxe edition) and then turn around to say "Get the Deluxe edition, it will have new content!" feels exploitative to me. Now, it all depends on what that new content would be, but I'd imagine that the Deluxe edition would want to be something substantial to get people to buy it. If it's something small, it feels like an odd thing to bother doing at all, and if it's something big, it feels like a middle finger to the consumer.
I suppose I can't give any real judgement until I know what's in it, but as it stands, it feels pretty unfriendly to the consumer.

As for me, I am very excited because I have always wanted an ultimate edition of Lo$, which none of the previous versions were. By ultimate I mean: in English, hardcover, bonus texts, and colors approved by Don Rosa. And apparently this will have even more extra material that we haven't seen before.

1996 (Gladstone): hardcover, but bad coloring and only the main chapters, (no bonus material?) 2005-2006 (Gemstone): softcover, bad coloring 2010 (Boom): bad coloring 2019 (Fantagraphics): no bonus material

What do you mean by 'the bigger fans'? As far as I can see, there hasn't been widespread knowledge of a Deluxe edition since at least some time this year (And even at that, this forum is the first I'm hearing of it, and if you search for the deluxe edition, there are no mentions of it). I'd argue that there's not really any reason to assume that a deluxe edition would be coming, especially if you're not a follower of comics in general. The Don Rosa Library was released - all well and good. Then the Complete Life and Times followed - which seemed to me like a move to sell to people who weren't looking for the entirety of Rosa's stories - makes sense. However, from what I can see, there's been no actual indication of this Deluxe edition until recently - after the stories have been reprinted twice already. Collector or not, it's a sneaky move. The fact that they waited until after both collections of the story (Between the Rosa Library and the Complete Lo$) had been on sale before even mentioning the Deluxe edition doesn't sit right with me.
I mean, I'm pretty excited too and, unless something prevents me from doing so, I'll most likely be picking it up myself. I'm excited to see the new bonus material and expect some pretty solid presentation. It's still a lousy way of going about the actual release, imo.

It's funny how with Barks, Fantagraphics can't even be bothered to put out boxes for all the volumes, but with Rosa, they release some things three times over.

The only thing that I think one can criticize is that the longest and most important part of Scrooge's life has been reduced to a single chapter. Is was the near half century he spend with successfully building his empire and fortune where he experienced the many adventures he likes to tell Donald and the newphews later.
This right here is my only real complaint about the saga too. I understand putting the main focus on Scrooge's formative years but there is a lot of time crammed into that chapter. I really feel here is some rather uncharted territory that writers, who are devoted to continuity, could really exploit in the future.
