If we do not have the translators themselves commenting on whether or not they know Italian, it isn't fair to just assume that they don't. Nobody knowing Italian enough to be a translator would ever think to use the FRENCH translation to better understand the Italian original, as apparently Mr. Gray stated on twitter(see Monkey_Feyerabend's post).
I also seem to remember one of the translator stating himself he still had to use machine translators for help. Which, given Disney stories are literally PRIMARY SCHOOL-level Italian, is an admission of not being good enough of a translator to actually translate.
Though I might think about one exception: Italian stories often have references to Italian VIPs, shows, events and such things which one would need to know in first place to understand. If one was to be more accustomed to French culture they could use the French translation to understand what kind of character\show it would be in real life and adapt it correctly. It would require the French translation being correct, though.
I think wha Sirtao is advocating is finding translators who know Italian *and* could turn out Core-Four-quality localization all on their own based on their own work. Unfortunately, I don't know if such people exist.
No, I'm quite against re-writing dialogues when not strictly necessary, (ie: jokes) which in turn is just part of the translation process:
1. translate from the original language to the target language
2. adapt the text to target language standard structures(unless the text is not-standard in the original language, of course)
3. localize or work around jokes and other impossible-to-translate elements. Fix\add\change whatever The People In Charge(TM) want changed.
Ideally, Mr. Gray&co's work would be limited to Step #3 were the chosen translators not an very good jokes-men themselves.
There is then the whole argument about respecting the original work with its good points and faults, especially for collectors-aimed editions
Also the argument whether the differences between Italian and English forcing a not-rewritten translation to read more shallow or it's just a bad translation.

BUT if one goes for the re-write, there is no reason whatsoever to actually translate the damn thing, just make up dialogues and the story based on the art.
