When I say some writers make Mickey too much like Donald, I mean they make him too much of an "everyman" type character. They have him messing up minor tasks, being short tempered, being over skeptical about things, not being adventurous or optimistic like he's supposed to.
Mickey should be written with flaws, but they shouldn't be generic flaws. The best stories always depict Mickey's strengths as being his weaknesses- confident, but sometimes recklessly overconfident; optimistic, but sometimes foolishly optimistic.
