My reading of the “it's not about them opening a detective agency” line was that it wouldn't be a reboot/origin story showing how they opened their detective agency; this does not preclude the Rescue Rangers already being in place when the film opens.
At any rate, I don't think Gadget's existence relies on the existence of the detective agency plot-point, necessarily. Chip and Dale could well have a mechanically-gifted friend even if she's not The Mechanic of a specific team.

I can't find any info on the animation studio behind it. Mandeville Films have never done any 2D animation before, and Disney doesn't have a 2D division either, as far as I know. But then, I can't find anything on Disenchanted either.

Looks like it's basically Roger Rabbit 2. It actually looks surprisingly entertaining, but I'm not sure why they needed to attach the Rescue Rangers name to it and connect it to THAT franchise.
Trailer looks like someone just placed Chip and Dale in someone else's movie. There's barely any similarity to the stories from the original and this parody/meta angle comes out of nowhere. The voices also don't fit at all. There’s no real standout moment in this trailer, because there’s too much random stuff going on, it feels like a parody trailer you'd see in a skit show almost.
On a side note, it was neat to see Roger Rabbit again, I dunno how they pulled it of since I thought Disney's relationship with Roger's co-owner Abmlin went sour in the 90s.
I don't want to sound like an old codger, but... it looks like this movie is about to make the same mistakes as "Space Jam: A New Legacy" did. Looks like sheer nostalgia bait, but with that "ironic" tint they always give it nowadays. (Just because you're doing something "ironically" doesn't mean you're not doing it, and does not make you immune to criticism.)
