we'd have to go up to the 20th most common character (Piglet) to find a most-common-but-never-happened crossover without Winnie the Pooh, namely Piglet+Huey, Dewey and Louie together in the same story.
They've appeared together in several Kingdom Hearts games. Surely those count as "stories".
If they're comics, yes of course (I'm not very familiar with that stuff). Currently there are 3 Kingdom Hearts stories featuring Piglet, none with HDL.
On the topic of the games, while they absolutely have appeared in the same game, they've never shared a scene together.
For those unfamiliar, Disney properties tend to have their own world that the protagonists visit in a fairly standalone story; usually the plot of a movie, but rewritten to include the protagonists and the Heartless/Nobodies etc. 100 Acre Wood, however, is slightly different; it's an actual storybook in-universe, and, as far as I remember, it's only ever visited by Sora. There are two debatable exceptions, but neither one involved Huey, Dewey and Louie. So, in-universe, Sora is the only character I recall to have canonically interacted with the 100 Acre Wood Cast. Terra, Aqua and Ventus can interact with Tigger and Pooh in a mini-game, too.
So, unless I'm forgetting something (Not counting things like the cards in Chain of Memories or the medals in Union X), Piglet and the triplets have never interacted in any Kingdom Hearts games.

I love hearing about bizarre/obscure Disney works - recommendations welcome!

We would have to add them to Inducks. We have listed about 150 Kingdom Hearts stories, I don't know how much there are in total.
"O Sindicato das Bruxas" - José Carioca went to visit Ellsworth, find the Seven Dwarfs and the Witch (who kidnaps Gyro Gearloose). None of these combinations are intrinsically non-cannonically, but it is mixing characters that usually belong to four separate universes (JOC from JOC stories, Ellsworth from Mickey stories, the Dwarfs and the Witch from Snow White stories, and GY from Ducks stories)

Yeah, this didn’t seem all *that* weird to me until Gyro entered the picture! Now I’m off to Inducks to see how many stories have Jose and Gyro and no other Duckworld characters….
Just reread a story where Goofy, Minnie, and Pluto are at Disneyland. They meet Jiminy Cricket and go on the Snow White ride. Goofy and Pluto end up going down a tunnel which ends up in Wonderland, where the Red Queen threatens to cut off Goofy's head unless he can steal the evil queen's poison apple recipe. Which he does with help of Peter Pan.
