We all see how among Disney comics, Mickey is best associated with Floyd Gottfredson and Donald is best associated with Carl Barks. Among the main trio though, Goofy's career in comics isn't as defined in the sense that he isn't as closely identified with a comic writer like Mickey and Donald are.
So my question is, who is the best comic writer for Goofy and why? Who could qualify as THE Goofy comic writer like Floyd Gottfredson is to Mickey and Carl Barks is to Donald and why?

I'm not so sure about that last part. I'd say Scrooge is best associated with Carl Barks and Don Rosa - but Donald? Rosa never cared about Donald to the extent he did for Scrooge, and never focused all that much on him either... with some notable exceptions like the Three Caballeros stories. I never felt Rosa "got" Donald all that well as a character. So, to me, Donald is best associated with Carl Barks.

Fair and good point. I have since edited the original post to remove Don Rosa and only keep Donald's best associated comic writer with Carl Barks. Any thoughts on who you'd consider as Goofy's best associated comic writer like Floyd Gottfredson is to Mickey and Carl Barks is to Donald?
Well, there's Bob Ogle for Super Goof--he wrote Doctor Syclocks and a couple others.
My personal favorite Goofy story is Pippo e la banda tris by Roberto Catalano, but he didn't write enough Goofy to qualify as the writer you're looking for.
I like the Goofy in The 1940s and early 1950s newspaper continuity strip stories, especially those written by Merrill De Maris and Bill Walsh, from stories like "Goofy and Agnes", and the story in which Goofy becomes a Hollywood film star.
