Hello Disney and Horace fans! Please vote for my Lego Ideas: Horace Horsecollar set. If I am able to get 10,000 supporters, the Lego company will give it the chance to be made as a real set sold in stores! Voting is completely free and only takes a few seconds. I can not begin to describe how grateful I would be if I am able to reach my goal.
Sometimes we have to turn down project submissions that refer to specific brands or licensed properties. We do this to avoid getting your hopes up for something we know we aren't able to make.
In some cases, we already know that the LEGO Group can't secure licensing rights to produce construction toys based on a particular brand or property, due to a conflicting interest with a third party.
More recently, we have also changed our guidelines to no longer accept product ideas based on third party licenses, which are currently produced or announced as official LEGO sets such as Star Wars, DC or Marvel Super Heroes, Volkswagen and many more. For a full list of currently active licenses that we currently do not accept please refer to the list below titled “Active Licenses.” This list will be updated on a rolling basis.

(unless I'm massively misinterpreting that list as them allowing Disney characters that aren't specifically named there, but I don't think I am)
Confusing, right? I did extensive research and luckily, I should be okay. For one thing, if there was a conflict with licensing, my idea would have been rejected before the public could see it... each design has to get prescreened to avoid any legal issues. This version of Horace is public domain, and Lego Ideas has already put through a Steamboat Willie (Mickey) set. Since Horace is not specifically mentioned in those lists of characters, our Horse might make it!

In addition to the above, we no longer accept product ideas based on licenses that have been commercialized as official LEGO Ideas sets, even if the license is retired from the LEGO Group’s product portfolio. Please refer to the list “Restricted IP from LEGO Ideas” below.
Restricted IP or Concepts from LEGO Ideas: Steamboat Willie/Mickey Mouse
Again, I'm not claiming I'm 100% sure if this particular idea goes against their guidelines, but it's how I interpret the text here.
I mean, this set isn't really Steamboat Willie-themed, so I think it should be ok. And like sjtbriker said, if the set went against the guidelines, it wouldn't have been available for the public to vote on
