Really hard to say. There's a lot to love. The Fantasia films really being something else entirely, I think I might well say The Great Mouse Detective, but there are lots of Disney movies I love (The Rescuers, Aladdin, Robin Hood…).
I am most indebted to the original Fantasia, since seeing that when I was in college was what made me realize that animation was not just for kiddies. Without that, I wouldn't have gone to the theatre to watch the animated movies that came out when I was an adult, until Pixar made it acceptable for adults to enjoy such movies.
My personal favorite of the Disney (not Pixar) animated movies is probably Moana. The glam crab. The coconut pirates. The hand-animated tattoos. The songs (The Rock does a great job getting across complex lyrics). Gramma Tala. Toddler Moana and the sea.
Second favorite is actually Bolt. This is partly because the romance aspect of most of the "princess" movies does not move me (and neither does the "let it go" song in Frozen, though I like the sisterly love). I imprinted on Lassie as a child, and Lassie was in my experience always owned by and deeply loyal to a boy, so it's nice in Bolt to have the dog desperate to return to his girl. I like the way it deals with Bolt's realization that he doesn't have superpowers, and I take this as a representation of the universal experience of disillusionment in growing up. (What? I can't make my parents magically appear and fill all my needs?) I think the gradual emergence of Mittens from cynicism is very believably portrayed. Also, I'm deeply fond of the regional pigeons.
Favorite musical number: "Under the Sea" in The Little Mermaid. Funniest musical number: "I've Got a Dream" in Tangled. Favorite overall score: The Hunchback of Notre Dame.
My favorite Pixar/Disney animated movie, far and away, is WALL-E. Especially the long opening wordless stretch.
I love so many Disney movies for difrent reasons but by far the one I like watching over and over again is... "MULAN". I love so many things about it - the characters, the humor, music, the message, the art style, the timing on the animation... plus it's just make me feel good every single time I watch it. It's 100% mater of personal tates I know (I woudn't clame it's their very best movie) but it's just movie where everything about it speaks to me 100%... ARGH!!! I want to put the DVD on again, right now!
"Dumbo", "Beauty and The Beast", "The Princess and the frog", "Pinochio", "Many Adventure of Winnie the Pooh" and "Hunchback of Notre Dame" are up there... even if I admit that last one has some issues, but parts that work are to me some of Disney's very best.
I love the hell out of "Fantasia" but it's such a rich expirane It's not a movie I just turn in for fun (if you know what I mean)
One movie I love a lot -strangly not for plot or character (which are fine) but just cose it's pretty to look at it's "Lady and the Tramp". As far the animation goes it's the best movie made by Disney (the person) The characters and background blend perfectly.
As far Pixar goes "Wall-E" and "The Incredebiles" are my two favorite (but "Coco" I've seen this year might be up there). "UP" is also wonderful!
P.S. "Moana" was great, but I have to admit the first +/- 25 minutes felt like most stereotypical Disney movie ever made (if you played DISNEY BINGO you would win in 5 minutes) But the minute she lives the island (that last Grandma scene made me teary eyed like crazy BTW) it's get great! And, yhe that "You Welcome" musical number made me happy like a small child every time I see it.

Oh, yhe! That's the one Disney movie I love but I always forget when I have "Which Disney movie you like the best" conversations.
Basil is such cool character and Ratigan is such a enjoyable villain... Also as far I recall it's one of few Disney movies that dosen't realy have enny message/moral to it. It's just basic good guys vs. evil guys adventure story, which is refreshing.

Agreed on Basil and Ratigan. The Great Mouse Detective was my personal favorite before Bolt and Moana came out. Olivia was also a highlight among Disney's female characters, in the time before Mulan and the 21st-century "princesses" (Tiana, Rapunzel, Merida, the Frozen sisters).
I think I have to say Lilo & Stitch. It was a real breath of fresh air, especially with its interesting main characters and how there was no such thing as a pure good guy or a pure bad guy -- the antagonists were largely just doing their jobs, and the protagonists were definitely no saints.
I also have a soft spot for Emperor's New Groove. Man, that movie is hilarious.
