Oops; that'll teach me not to post after Thanksgiving dinner (too much turkey evidently fogs the brain). It'd been a while since I read that Rosa quote in full, and I obviously forgot the bit about the producer-provided synopsis. I've revised the original post accordingly; thanks for the correction. Rosa’s full quote leaves me wondering, though, just what elements of the original synopsis "wouldn't work" in animation and were jettisoned, since the most implausible (but visually entertaining) gimmick of the synopsis--the iceberg airlift--stayed in.
In this regard, it's also interesting, as you note, that the characters still have their early pre-production designs in the storyboard sample by Rosa. Other examples I've seen around the web of these early concepts seem to suggest somewhat different personalities for several of the characters. Maybe that, too, could be one of the reasons rewrites had to be made before the episode went into production.
Nice to see that you modified the post. Though, I will say that the sentence immediately after with "...I am fairly certain that other elements of the finished episode are traceable to Rosa as well..." still kind of makes it sound like you think Rosa came up with the aerial iceberg idea.
