Given the users on this site aren't a fan of how Frank Angones and Matt Youngberg handled things for the 2017 show, which person working in modern cartoons do you think would do a better job running the show? I doubt it'd be any different with the other Disney TVA modern alumni like Alex Hirsch, Matt Braly, Dana Terrace (she was actually a director on DT 17 in season 1), Houghton Brothers, Craig McCraken (Angones actually worked with him on Wander Over Yonder and Kid Cosmic), and Daron Nefcy especially given their shows either share the same tone as DuckTales 2017 or (in the case of Matt B, Dana, Houghton Brothers, and Craig) are good friends with Frank and Matt Y and speak highly of the show to the point where it probably would've not been so different from what Frank and Matt Y did. Kinda curious which person in animation out there would pull off a great DuckTales series.
Keep in mind by modern person who works on TV cartoons, I mean someone born after say 1973/74-ish (young enough to have grown up watching the original) so you can't just say to bring the older generation that worked on the original Disney Afternoon like Jymn Magon, Tad Stones, or Alan Zaslove.
I am not very familiar with the current generation of showrunners, so the creators of The Three Caballeros show is the only thing that comes to mind. I liked the way they handled Clinton Coot and going by other Barks and Rosa references they made they seem to know the source material. I also prefer their use of classic designs rather than the simplified and stylized look.
Bring in an Italian creative team and minimize American involvement as much as possible. Aim the show at a general European audience, not a general American audience. While there are absolutely Americans out there that have the kind of respect for the Disney Duck property needed to do a series like this justice, the country isn't exactly flowing over with them.

So basically, you'd give the reins to Disney Europe Animation and Xilam (the same creative studio team behind Chip and Dale Park Life)?
I'm not super familiar with modern American cartoon showrunners either, so I'll just quote my prior super duper xenophobic thoughts on the matter:

I've never seen Park Life, but I didn't really have any specific studios or creatives in mind, just that I'd like for the showrunners and staff in general to be people that have grown up with the Disney comics universe and have a solid life-long understanding of it.
