I've read on Inducks that Topolino e il segreto della Gioconda was "the first story featuring a time machine," but I sincerely doubt it. I mean, it's a 1985 story, and time machines became a fashionable sci-fi theme in the late 19th century. Surely there must have been other such Disney stories before?
The comment on Inducks is referring to the Italian time machine saga started by Bruno Concina and Massimo de Vita, and is still quite active today. saga features a secret time machine in the museum cellar, which the professors, Zapotec and Marlin, call their friends Mickey and Goofy to use for various expeditions through time to solve history mysteries. As you said, there have obviously been previous stories featuring a time machine of some sort, there is the untraditional “tick-tock machine” of Uncle Wombat from the Walsh/Gottfredson serial, and a Murry Mickey and Goofy story from the 70es come to mind too

Yeah it's worth mentioning the Inducks description of that story says "prima storia pubblicata con la "macchina del tempo"", not "prima storia pubblicata con una "macchina del tempo""- a definite article, "first story with THE time machine", not "A time machine", because yeah, it's about the specific time machine in this specific set of stories that's fairly popular in italy
