Another female protagonist is Penny (called "Dinny" in the Dutch version), who is Scrooge's fiancé from his younger days, who left him because of his greed (not unlike what happened to Scrooge's namesake!) from this story: inducks.org/story.php?c=D+92148 . At the end of the story we learn that she's now the third richest duck in the world, As the owner of a successful worldwide fast food chain. Also, she went to "Witches' school" with Magica De Spell (I know, it's a little odd, but the story at least has somewhat of an explanation for it). The story is a little all over the place, but the character Penny/Dinny was pretty interesting.
Hanne is a woman's name, right? Then the writers creating both Penny and Miss Quackfaster's friends are women, interestingly. (Not that male writers can't create great female characters--see Casty!) The three stories you list for Miss Q's friends are all by Janet Gilbert. Since the friends do show up in more than one story, maybe they'll get a character listing in INDUCKS one day.
Another non-love-interest female character who has appeared more than once: Ulvira (aka Ireyon), the fox burglar. She has lived for thousands of years and knew the original Duck Avenger before meeting Donald's Duck Avenger:
In her first appearance, she looked kinda weird, resembling Big Bad Wolf, and was just the henchwoman of a supervillain. In her second appearance, however, she went through a big visual re-design, and looks physically quite different (see above). Her origins were also "retconned" for this second story. In fact, whoever mentions her will usually use this second appearance as reference.
I disagree her origins were changed much, simply because her first appearance said little about them, and also because both stories were written by Andreas Pihl, who likely already had some ideas for the second story in mind when he wrote the first one. I quite liked that second one thanks to Fecchi's art (then again, beautiful women are one of his strengths), but I can't get over that whole Fantomallard thing which Andreas Pihl seems to have misunderstood grandly...
Mata Harrier (she seems to have some kind of more-than-work relationship with 0.0. Duck, but even if it is the case, is more a protagonist in her own right than a girlfiend/love interest).

Ah yeah, you're right, I used the term inappropriately. I meant that when you see her original appearance and compare it to her second one, they feel very different and her backstory doesn't feel planned since the beginning.

There’s two newly created female characters that appeared in the latest issue of Aku Ankka. A local builder (maybe a friend/collegue of Donald’s?) and her daughter. Apparently they were created in some kind of readers contest, so I suppose they may be one-shot characters.

I don’t think she ever appeared in the US, but there’s the president of Duckburg feminist club, Genialina Edy Son, who acts as the mentor of the female duck avenger (Paperinika). She was revived ten years ago in Topolino, along with Paperinika and became somewhat regular character. I only read her first story, in which she consistently passes the Bechdel test with Daisy.
She's like a feminist Gyro equivalent! Always found her German name (Genia Gans) very stupid since she's not a anatride character at all...

Speaking of Penny, the Beagle Boys had a girl family member called Penny... who is full-on goody-two-shoes! So she tends to thwart any plans of her (I think) uncles to do anything illegal...

Quoting myself here because Pk², the chronological sequel to PKNA, is now being released in German and the amount of female characters has increased again:
- Stella Nice, who has romantic connections, but mostly to new characters (her admirer Rupert thinks she fancies Donald, though!), and plays an important role in some of the plots. She is a salesperson at one of the shops at the Duckmall - Tempest Gale, one of Donald's colleagues in the Starcorp security service. She also plays bass in a loud band - Geena Onair, a new TV personality - Everett Ducklair's daughters Korinna and Juniper, both of whom are major drivers of the horizontal plot - Birgit Q, one of Ducklair's two new main right hands - and the complete antithesis of accountant Anymore Boring (!), as she's a bit of an action girl
According to the facebook page, the characters were created as part of a contest for international women’s day, specifically in an attempt to have more female characters in Duckburg. Ironically, though, it seems there were no women involved in the creation of the characters.
Also, did anyone in this thread mention Princess Oona yet? She’s the cavewoman (caveduck?) that appeared in Danish and a few Dutch stories, one of the few leading female characters in modern Disney comics, as far as I know.
Thanks, Scroogerello! Geez, I really want to visit Finland someday, when conditions allow. Yes, to see some sights, but also to visit stores where comics are sold. Korhonen is my third-favorite Duck writer, after Barks and Rosa. I like the look of these two characters a lot--I hope the story gets published in some book I can buy & read at some point. I'll put it on my mental watch list, along with the "Yule on Wheels" Goldie story by Nærum, Løkling & Midthun. Actually, I'd love to get my hands on a copy of that Finnish issue, even though I can't read Finnish...and believe me, Google Translate is NO HELP with Finnish. Google Translate just looks at all those letters and throws in the towel. But that issue clearly collects stories where a bunch of different female characters are highlighted in a positive way. That Clarabelle Cow story is really good, the best of its series, with a clever conceit--I have it in French. And the old story of Grandma Duck in the movies--not in my headcanon, but still fun. Perhaps I can find copies of a couple of the other stories in that issue in other printings--the Belle Duck story and the Quackfaster 3-pager.
I just realized nobody mentioned the Donald Duckling characters: Betty Lou Van Der Built(though technically she's Tom's love interest? As in he's interested but she's clueless), Millicent "Cent" Webfoot, their mothers(and Tom's mother) the teacher Miss Witchcraft(while the sheriff is in love with her, it's not relevant to her character for a big part of the stories)
Mary-Jane Ghigno also starts as kind-off Love Interest for Donald Duckling as a kid, but in her appearances as adult she has no romantic interest
