I'm not very familiar with this character -- so far I've only encountered him in IDW's localization of "Shellfish Motives" -- but based on comments on Geo's blog my understanding is that, in the original Italian version of this story, Gideon is introduced only as "Donald's uncle" and not as "Scrooge's brother" (i.e., he's never called a McDuck and based on this story alone he could just as easily be related to Donald on his father's side). So my question is: when did it first become established that Scrooge and Gideon are brothers? And was it in a story by Scarpa, or someone else?
Hmm -- I was going off the comment here that "there is no reference to Scrooge or the McDucks in the original script. We know that Gideon is a relative only because he is called 'uncle' by Donald and HDL." Are you saying that you've read the Italian version, and that's not true?

What is said in that comment on Geo's blog is not true. Even in the original Italian version of "Shellfish Motives", the surname of Gedeone/Gideon is said to be "de' Paperoni" ("McDuck") many times, for example in the second page of the story:
Gideon is also said to be Scrooge's brother many times, for example on page 8 ("mio fratello Paperone" means "my brother Scrooge"):
Still, it's true that many of Scrooge's mentions in IDW's localization were not there in the original version, and the reference to the Clan McDuck is also an addition by the translator.
