Carl Fallberg, hands down. There are a bunch of Fallberg's stories for the Western publishers that I liked as a child and still like. Rattled Railroader (featuring Jeb and Zeb, the identical twin engineers), The Loch Eerie Monster (I think that's the first lake monster story, preceding Barks's), The Fantastic Flying Goat, Lighthouse at Wreckers' Reef, The No-Light Lighthouse, and even a Mouse story, Pineapple Poachers.
