I have seen many stories where Goofy eats a peanut or reverts to his non super form while someone is watching him. On the other hand, there are also cases where people refer to Goofy and Super Goofy as if they're two different persons. My possible explanations are: -There are two universes. One where Super Goofy's identity is secret and one where it isn't. -Goofy just doesn't bother much with keeping his identity's privacy, so some people happened to find out, but there are also people who don't know.
There are french stories where his kid neighbor always tries to prove that Goofy is Super Goof, and Goofy always finds a way to keep him from proving it.
I can't remember any Super Goof stories where his identity was known... I can't off the top of my head remember any stories where he knowingly changed in front of anyone either. He'd be a little careless sometimes with eating super-goobers out in the open (usually while rushing off towards whatever crisis needed to be averted), and it seemed to be a pretty open secret that he got his powers from super-goobers... I remember a couple of stories at least where villains tried to get rid of him by trying to remove the goobers from the picture... but in general he didn't stand around in crowds or in front of his friends eating the goobers. The one exception was Gilbert, who was in on the secret anyway.

Yeah… you're overestimating how likely the average Mousetonian is to know who Goofy is. Maybe someone sees an average-looking bystander turning into Super Goof, but how are they to know it's a real person and not a disguise Super Goof put on? Or even identify Goofy, especially with all his lookalikes and cousins he has running around?
Yeah Goofy has tons of cousins, perhaps that's why he doenst need a mask . By the way, in one of the french Super Goof stories, his town is Duckburg. (I just like the fact that Goofy and Donald live in the same town, and that Super Goof and Duck Avenger may bump into each other )
