I've never seen any reference to ANY Uncle Scrooge animation productions, other than "Uncle Scrooge and Money", "Mickey's Christmas Carol", and the 1955 aborted project for which Barks wrote a scenario script, but no cells were made for that (only a few conceptual flat sketches?). Maybe this was made for a non-US commercial?
I wonder if it could have been an illustration for a kids book? Sometimes Disney would create cel setups for books.
Now that you mention it, does look like the style of the DuckTales storybooks that were printed in the 1980s. I never knew Disney used cel setups for storybooks (sounds like a costly process!).
I found another cel of Scrooge from the same production, but in a slightly different pose, which implies that it might be from some animation, but I still have no confirmation of this and no idea as to where it comes from. I'm guessing that if it truly is from animation as the website claims, it was from a foreign production, as Robb said (maybe German, since the description of both these cel were written in German), and never aired in the U.S.
