Hello! I recently came across this neat Brazilian illustration showing most of the important Disney comic witches together.
Of course, they are, from front to back of the broomstick, Magica De Spell; Madam Mim (with a raven who may or may not be Ratface or Norman, it's hard to tell); Grimhilde; and Witch Hazel. But who's the blond-haired, red-faced, grumpy-looking one? INDUCKS isn't saying, but surely she's someone.
(She vaguely reminds me of the genderbent Grumpy from Happily Ever After…)
I think she's Rachele a witch used in "Archimede contro Nocciola" (I TL 352-B) by Luciano Bottaro and reused as background charecter in other stories. She appear even in this cover

EDIT: Just looked on the INDUCKS page for the story where she first appears, and it looks like she has white hair, so the Italians are indeed off the hook. Maybe the Brazilian colorist just wanted to make her more distinguishable from Grimhilde and Witch Hazel.

White, in Italy witches like Hazel usually have white hair to make them look more like the Befana (a kind of Santa Claus that arrives the night between 5 and 6 January).
