I think the general idea is that since it's been commonly accepted by fandom to call the fourth Nephew, in the cases where he (by artist mistake) appears, "Phooie", what do we do now there's a FIFTH one, what's his fandom-given joke?
Of course it's juste a puzzle and has no bearing on canon. I think Scrooge MacDuck is just playing along with the joke. :-)

I thought we always called the fourth brother Screwey, long before anyone mentioned Phooey. Phooey isn't reasonable as a name, in any case. Screwey is a reasonable name because people often refer to other people as being "screwey". "Phooey" can't be used to describe a person, and it is not only a non-adjective, but it is a non-noun. How can a person be an interjection???

The spelling of the word is screwy (not "screwey")—and Rob, I can only say you're incorrect on this. While the idea of the fourth nephew is ultimately really just a long-running joke, I've rarely seen Screwy suggested as a name, let alone as the most common one.
This page from 1999 notes when the name Phooey (then spelled "Fooey") was first suggested: in 1990, in Uncle Scrooge #346.
(The page also contains an apocryphal story about Egmont calling the fourth nephew "Barks"; like most stories related by Grandey, it's unsubstantiated. I worked for Egmont at the time and we used Phooey, too.)

Just found out today that in the Quack Pack episode Pride Goeth Before the Fall Guy, Kent Powers refers to Huey, Dewey, and Louie as "Screwy, Gooey, Kablooie." Also, Huey refers to himself as "Gooey" while goofing up in front of the Merganser twins in the episode Can't Take a Yolk. I know that's not super relevant to this thread, but I do find it funny that some of the names people suggested for Donald's "fifth nephew" having been used to jokingly refer to the original three nephews.
