There are executives and bosses above Frank and Matt's level, even if they were the creative leaders. I have no trouble seeing the execs wanting to infuse the DuckTales show with a number of the same elements that made Gravity Falls so successful.
Your arguments for how the series are different are superficial. Dipper and Mabel live with Grunkle Stan for the duration of the series; that's what matters when it comes to the storyline and setup. And the old DuckTales didn't make the supernatural elements nearly as big a part of the entire series as the new DuckTales did.
And you still didn't answer the part where I asked if Star vs the Forces of Evil, Big Hero 6 The Series, Rapunzel's Tangled Adventure, Amphibia, and The Owl House are also be Gravity Falls clones too with their overarching stories and all especially since the latter three shows were made by Gravity Falls alumni Chris Sonnenberg, Matt Braly, and Dana Terrace? Could apply the same to other overarching story shows from other studios like Avatar The Last Airbender, Adventure Time (could argue Gravity Falls itself may have been inspired by that show's success), Steven Universe, Welcome to the Wayne, Regular Show, and Legend of Korra? Same even applies to other cartoon reboots that went in a darker overarching story direction like Scooby Doo Mystery Incorporated, She Ra Princesses of Power 2018, Cameron Sandiego 2019, MLP Friendship is Magic, Teenage Mutant Ninja Turtles 2012, and Rise of the Teenage Mutant Ninja Turtles.
