Very unlikely that Calisota is (today) a red state. It's easy enough to answer definitively, though. Just add up the votes the two parties got in the counties included under Calisota in the map above, and see what the relative percentages are. The raw data one would need is here. But just a cursory glance (and its geographic location) suggests that it's mostly likely overwhelmingly blue. And Duckburg is likely to lean more heavily Democratic than the actual city of Eureka, since it's presumably larger and has a university attached to it (and Humboldt County went for the Democratic ticket by 25% last year as it is).
Yes, since most US state borders are straight, some counties on the Calisota-California border will have to be redistributed. But I don't think that would change election results, attempts to gerrymander notwithstanding.

Well, much as I would like to predict otherwise, nothing's likely to come of this. But it's worth mentioning that Eureka (the city in our universe where Duckburg is in Rosa's Duckverse) is in "New California".

Duckburg (Entenhausen) seems to be more of a sovereign entity. It has foreign embassies and it's own army and several counties are mentioned, so my theory is that it's a city-state with surrounding territory, like Luxembourg.

In which Barks story is it implied that the army is Duckburg's city-states'? Why could it not be the army of Calisota, USA, The Netherlands, Germany, Denmark, France, Finland or Italy, just because the full, official name of that army was not mentioned or written in the story?

The referendum to split California into three states will go to the ballot this November. The proposed "Northern California" is essentially Calisota, and includes Humboldt County (i.e Webfoot County, where Eureka i.e., Duckburg is, at least in the Rosa universe).
I hope this passes for a number of reasons, the creation of a real-life equivalent to Calisota being one of them, but I'm not holding my breath.
