Before 2017 is a tough call, but there's plenty of still-active writers and artists I'd like to mention The Teresa Radice-Stefano Turconi duo are really, really good on the mouse stuff, and I really love Silvia Ziche and Marco Gervasio. Massimo Fecchi is also a sure value. If actually-unofficial-but-who-cares authors count, Sarah Jolley definitely belongs on the list too.
Casty is Gottfredson of the XXI century. He writes excellent scripts and his drawings is perfect combination of Scarpa's and Gofffredson's styles.
Which proves that he is not the Gottfredson of the XXI century. Since Gottfredson did not write nor draw as some comics creators from sixty years before.
Ok people, we get that you like Casty, fine. But please, you don't need to sanctify him.

I think the question must be taken in the frame of mind of "an author who ostensibly rises above the rest of Disney comic authors through a unique and beloved style", even if that person isn't Barks's equal.

Yeah, but I like to think that there is more in Gottfredson and Barks' work than the fact of "being better than Murry and Strobl" basically.
Anyhow, even from that perspective, Casty is not as much better and unique than his contemporary Disney comics authors, as Barks (or even a far less good writer like Scarpa) was. On the other side, one may say that this is because the concurrence now is more significative, in that the technical level of many writers is pretty high, etc... Bah, I don't know. Whatever.
People that dont read italian, you have no idea what a bunch of epic long casty stories there are out there. For me he is number 1 concerning adventure stories with mickey. Detective stories wise I have to say Tito Faraci hands down, the man is a legend. Artist wise with no competition what so ever, at least not in my book, the one and only Paolo Mottura. Its like watching captions of a epic movie. Ducks wise I havent got a clue, Barks and Rosa made all the ducks I need, so I mostly read italian for topolino stories. Even though mister Enrico Faccini has a bunch of great stories, with some rather original concepts and ideas in them. As far as non italians are concerned, Van Horn and Vicar did a great contribution to the ducks comics
I'm more impressed by the numbers of really good authors/artists than I am by the paucity of certified geniuses. In the list that I keep for myself of the Duck stories that have permanently ensconced themselves in my headcanon, there are: Barks; Rosa; three other authors represented by five or more stories; 18 authors (or teams of two authors) represented by two-to-four stories; and about 30 more authors contributing one story each. And that's not counting the artists who make stories real and great to me, which I could do separately. The majority of these authors & artists are currently working, I'd say.
I think I have more of a "great creative community" approach, as distinct from a "search for the great individual creator" approach. As long as I discover new stories every year to add to my headcanon (which I do!) I am not worried that we're running out of greatness.

If I had to choose the best authors I would mention Casty, Francesco Artibani, Teresa Radice, Bruno Enna, Silvia Ziche and Enrico Faccini (all from Italy); the best active Non-Italian Disney-authors are in my opinion Noel Van Horn, Laura&Marc Shaw, Gorm Transgaard, Carol&Pat McGreal and Jan Kruse (William Van Horn, one of the greatest Disney artists of all times doesn´t seem to be active anymore). There are also a lot of extraordinary active illustrators, above all Giorgio Cavazzano, maybe the greatest Disney-illustrator ever, then Massimo de Vita (although now before his retirement), Marco Rota, Fabio Celoni, Paolo Mottura, Arild Midthun, Cesare Ferioli, Miquel Pujol, Bas&Mau Heymans etc. Especially some of the latest Italian adventures, produced between 2007 and now, are highlights of the Disney history and (nearly) at the level of Barks and at the level of Gottfredson and his staff (to mention for example "Topolino e la marea dei secoli" by Casty, for me the best Mouse-story of all times, "La vera storia del novecento" by Faraci and Cavazzano or "Dracula" by Enna and Celoni)

Lots of overlap between your lists and mine, corrado. There are some authors and artists I would add who've made significant contributions to my own Duck headcanon, though--prime among them, Kari Korhonen.

I agree with this post. Even if I think that Celoni is better than Mottura. They have a similar hyper-detailed and complex style (in fact some people mistake one for the other), but I find Celoni more expressive (and a bit less baroque) than Mottura. And I would mention Rota and Branca before Vicar as original Egmont artists.
As concerns Tito "the legend" Faraci, his detective stories are amazing, but not for the "detective aspect" of the thing, rather for the great deep emotive touch that the man used to inject in his tales, at least when he was a relatively young writer. Something that only Rosa could do, even if in a very different way. As a matter of fact, being too "emotional" is the common critics that both Faraci and Rosa share.
Speaking of Faraci + Celoni + ending of stories that almost make you cry...what about this, iggy? Did you like it? As far as I have seen so far no other Disney comics stories speaks better of such themes as lonliness and need for friendship as this little gem. (Unfortunately I cannot find other scans of the story on the internet other than this panel here below. Some panels are really incredible.)
