That is good news! The description doesn't say anything about collection regular issues, but say "[...]making their North American debut in this book". So it looks like new stories will only be published in the books and not in regular single issue comics.
So a couple weeks ago, there was an amazon listing up for Duck Avenger: New Adventures Volume 4 which had a January 30, 2019 release date. Now, it has been removed. Was this just a case of the listing going up too early by mistake or was the book cancelled that quickly? There are other IDW Disney books scheduled for after January 30th that still have their listings up.

If you view the Amazon page right now, it says "Currently Unavailable" and the date is January 1, 2035 (!). So maybe the date is just being pushed back, but to an unknown date. The same has happend to "DuckTales Classics Vol.2". You can't find the page in the Amazon search right now but it's still there with "Currently Unavailable" and the date pushed back from Dec 4, 2018 to May 7, 2019.
From what I've seen in the past, books that get cancelled don't actually have their amazon listings fully removed, just taken out of the search function.
According to PreviewsWorld, the 3rd paperback book collecting PKNA stories got on sale in comic book stores torday. The book is collecting the original Italian volume 4 and 5 in addition to a few one-pages from Paperinik PK Giant 3K Edition.
Well, but Comixology has never translated PKNA. They translated Pk - Pikappa, which is an other character. That isn't the Paperinik created by Guido Martina and Giovan Battista Carpi, but a new character with the same wearing. In fact, the first number of Pk - Pikappa is actually a new origin, and the character isn't named "Paperinik" but "Pikappa". PKNA, instead, is actually Paperinik.
It's true that PKNA and PK - Pikappa are different series, but stressing that Pikappa's PK "isn't" the same character as Paperinik seems somewhat misleading. True, they rewrite his origin story, and the PK moniker ends up being short for "Pikappa" rather than "Paperinik", but he's still basically the same character as the version of Paperinik seen in PKNA — to the same extent that, say, Batman is substantially the same character in the 1990's animated series in relation to the comics or to the Tim Burton films, though any number of details may be altered.
In-universe, it's true that PKNA is in continuity with the Martina/Carpi tradition whereas Pikappa is not, but as far as a reader is concerned, the characters are more or less the same, just as the Disney Adventures version of the Duck Avenger (the one with Spike the Bee and Ludwig von Drake) is also yet another variation on the same gauntleted, sci-fied-up PK character, even if he has yet another contradictory origin story.
do anyone know at what rate the trade paperbacks will be published now when the bimonthly single issue output has been cancelled?
There's no official information on that. We got one book this summer with the 4th book listed for January 2019. This suggested a schedule with two books a year, but 4th book was later removed from Amazon and is probably pushed back to later in the year or maybe cancelled. I don't think we should get our hopes up for more than one book a year if we even get more.
also, are the trade paperbacks shrinkwrapped in plastic or protected in some similar way when bought?
There was no shrinkwap on the 3rd book that I got in the mail from an online bookstore. And I haven't seen any other trade paperbacks from IDW sold this way either.

thanks for your answers. sad to hear that about the shrinkwrap situation of IDW's books, especially The Library of American Comics' fine hardbacks with dustjackets, EVERY single one I ordered online has been deliveried to me with scuff marcs, creases, minor as well as major rips in the paper, sometimes even thumb size chunks missing from them. it is really sad to see such nice and expensive books damaged and so annoying to deal with the hassle of sending them back for replacements with equally poor chance to arrive in acceptable condition.
