The Frozen comic has been ongoing. They just keep resetting the numbering back to #1 every few months.
So, does that mean new stories or story arcs are starting whenever they reset the numbering? Or are they really doing it JUST in the hope of attracting some more new buyers, regardless of what's happening inside the book?

I think each #1 is the start of a new story but I haven't been reading this series so I don't know for sure. The answer to your question is likely both though.

Viz Media announced at New York Comic Con last night that they will be releasing "Frozen 2: The Manga" in early 2020. I didn't see much information about it but I'm assuming it will be an adaptation of the movie in the manga style format. They have a Star Wars manga coming out as well.
This collection of short comic stories by Amy Mebberson (Disney Princess Comic Strips, My Little Pony) is formatted in portrait orientation and includes a few never-before-published stories, and exciting new infographics for you to "meet" the princesses featured on the cover: Aurora, Ariel, and Pocahontas.
It sounds like it will be mostly reprints from the Joe Books comics with a few new strips.
