There are four Doras on the tree, which has been very confusing - if you think that I should swap the Dora that's currently labelled with the strip in question, I'd be willing to rethink things!
1. Dora Duck, in between Drunella and Agatha. This should be Daisy's aunt Dora from D 99218.
2. The Dora that is the wife of Dave. This should be Donald's aunt Dora from YD 68-09-23, in which also uncle Dave is mentioned.
3. Dora Duck as Duncan's mother. You identified her as Donald's cousin from YD 38-08-12. And there are also other fan theories on the internet that Fethry's sister and Ducan's mother is called Dora. I believe someone ever suggested that it could also be the same Dora as the one from the Chit-Chat Society. So I think that would be fine to have Donald's cousin Dora there.
4. The currently unidentified Dora that is the wife of Décio.
The solution to the problem is that Décio himself should not be on the tree at all. His picture is from the Overnight Hero, but his name is not. Décio is one of the names in the Brazilian translation of YD 68-09-23. In the English version he is called Dave. So, Dave and Dora are the same ones as Décio and Dora. One of those pairs needs I think to be removed.
Zebedeus Duck is the last character causing confusion; there are two Zebedeus Ducks on the tree.
Since you say that Zebedeus is a great great uncle, that would put him as the earlier one, who is currently marked with the above-mentioned strip.
I'm not sure where the idea of there being a second Zebedeus came from, but I'm rolling with it currently.
I've found a couple of characters that are the result of translation errors, so it's entirely possible - but, at the same time, I had assumed as much and then found out that there actually were characters with very similar names.
I do think that YD 68-09-23 has been the cause of some confusion, though; mainly because the Brazilian and English names are on the tree.
As for Zebedeus, I've only seen evidence of the more recent Zebedeus - the one you're referring to.
I wouldn't be surprised if the older Zebedeus was the result of a translation error, but I'd like to get a more concrete idea of where the error came from before removing him.
Considering how many Doras and Anguses there are, I'd fully believe that there are two Zebedeuses
