Who raises Donald and Della in Young Donald Duck? Do we know? (And yes, props to them for featuring Della, whose absence is a major oversight on the part of Donald Duckling).

Well, they actually live in big cities as part of the Quacktown Universe. The universe includes the school, his home and various places. What happens next for Quacktown Universe, are they still attending school when they do not age to prevent from growing?

Gyro's helper... now there's an interesting question. I never thought he was very old (pets his size usually don't live very long), but there's a lot of potential here. Gyro could have created him as far back as high school, in which case he'd be about Donald's age.
Being a robot, Gyro's helper is functionally immortal. One heartbreaking, possibly "what-if" story by Marco Rota showed him outliving Gyro by centuries, except his batteries went dead for decades, and he wakes up to discover that in the utopian future, Gyro is honored as a visionary — Leonardo Da Vinci and Abraham Lincoln rolled into one, basically.
As for when he was created… I like the idea of him having been created by Gyro when he was a teenager, but Don Rosa's Gyro's First Invention shows Gyro making the Helper (half by accident) shortly after the events of A Chrismtas for Shacktown, in what seems to be 1951 or 1952. But perhaps, like Robb, you disregard Rosa stories in your headcanon?
I know this is quite an old post and that this is somewhat off-topic, but, for what it's worth, this story, shows the Little Helper has having been built when Gyro was very young, probably elementary school, as a school project.
Actually, that story does have some information on topic for this thread. It depicts Emil Eagle and Gyro Gearloose as classmates, indicating they are roughly the same age. It also shows Ludwig von Drake as having already looked the same way he does now when Gyro was just a baby.

Has it been confirmed or debunked that Della appears in Young Donald Duck? I haven't been following this series, but looking at the Inducks page for the individual chapters, she is never listed among the characters:

For what it's worth, some Barks stories explicitly take place in the 1950's. I'm pretty sure The Gilded Man has characters referring to events that took place in 1856 as having occurred 96 years ago, if I remember correctly, placing the story in about 1952.
Also, I'm surprised that you see Brigitta as being so young. I've always thought she was somewhere in her late 50's to early 70's.
